A change was merged in chacra a couple months ago that didn't get pushed
to the chacra nodes until today. This change is resulting in repo
creation failure in chacra. The binaries are there but `reprepro` fails
to create the repo.

I filed
https://github.com/ceph/chacra/pull/271 and pushed it to the
chacra nodes so repo creation works again. I doubt this is the proper
approach here but I needed to get repo creation working again.
All the chacra nodes were updated throughout the day so if you have a
build that shows as green in shaman/Jenkins but you're seeing 404 errors
from APT or there appears to be no repo at a chacra endpoint, the repo
will need to be recreated.
For example: chacractl repo recreate
ceph/wip-luminous_12.2.13_RC1/621946465d82463e8dc9e3a63fec357272e39d04/ubuntu/bionic
You can get chacractl credentials by SSHing to a Jenkins slave. They're
in /home/jenkins-build/.chacractl. If you don't have access, ping me
with the branch name and sha1 and I can recreate it.
