A change was merged in chacra a couple months ago that didn't get pushed
to the chacra nodes until today. This change is resulting in repo
creation failure in chacra. The binaries are there but `reprepro` fails
to create the repo.

I filed https://github.com/ceph/chacra/pull/271 and pushed it to the
chacra nodes so repo creation works again. I doubt this is the proper
approach here but I needed to get repo creation working again.
All the chacra nodes were updated throughout the day so if you have a
build that shows as green in shaman/Jenkins but you're seeing 404 errors
from APT or there appears to be no repo at a chacra endpoint, the repo
will need to be recreated.
For example: chacractl repo recreate
ceph/wip-luminous_12.2.13_RC1/621946465d82463e8dc9e3a63fec357272e39d04/ubuntu/bionic
You can get chacractl credentials by SSHing to a Jenkins slave. They're
in /home/jenkins-build/.chacractl. If you don't have access, ping me
with the branch name and sha1 and I can recreate it.

Hi all,
I'm happy to announce senta03 is now available for use as a dev
playground. It has a 2TB SSD mounted at /home (senta02 and 04 have a
1TB) so hopefully we won't run out of space as quickly.
It's running CentOS 8.

I need to upgrade our Red Hat Satellite server in order to get RHEL8
fully working in the lab. I'll need to take an outage to do so.
I wanted to get dev input on whether I should pause the smithi queue for
the duration or just let RHEL jobs fail. I would hope the outage
wouldn't last more than a couple hours.
