I think we’ve had issues with old packages on CentOS in the past that made doing dev builds annoying — I’m not sure if that’s a reason to make sure we have it in the dev pool or to avoid it and do regularly-upgraded Fedora instead...
I'd prefer CentOS 8 as a stable environment. I've found developers often waste time on debugging Fedora packaging issues. We don't package for Fedora so it should not be considered.
