If you don't block gmail, gmail/google will never make an effort to clean up their shit. I don't think people with a gmail.com will mind, because this is free and get somewhere else a free account.
tip: google does not really know what part of their infrastructure is sending email so they use spf ~all. If you process gmail.com and force

I think banning gmail.com will be an issue for the list, at least short-term.
Applying SPF -all seems better, but not sure about how easy that would be to implement... :)
