Something happened around 2PM PST today, and a bunch of services were stopped because their underlying storage access to an iscsi service on a Ceph cluster stopped. I restarted the iscsi containers and things got back to normal. It was probably down for about three hours. Sorry for the interruption; tests will probably need to be rescheduled.
