There has been prior disagreement about aggressive dropping of OS releases for builds. This suggests a guiding strategy: that there should be an upgrade path. ISTR that I ran into this in the past where there wasn't a clear path from Luminous on Ubuntu Trusty to Nautilus on Bionic - the only path I saw at the time was to use distribution-built packages as an intermediate step, which I wasn't entirely comfortable with.
