reef branch is locked (final v18.2.8 release in-progress)

Folks, I have locked the reef branch; it is not accepting new merges. However, it has come to my attention during today's CSC call that a documentation change to indicate that the release is EOL is necessary. I will be merging that soon. If there are any other changes which routinely need to go in the final release please let me know.
