distro support for reef release

are we planning to support centos stream 9 and ubuntu 22.04 for Reef? shaman has been building packages for these distros for a while now, but they're still not enabled as supported distros in teuthology. i opened https://github.com/ceph/ceph/pull/49443 to enable testing against them, but the results in https://pulpito.ceph.com/cbodley-2022-12-14_21:18:54-rgw-wip-cbodley-testing... were unsuccessful: all of the centos stream 9 jobs failed due to teuthology's use of the 'sudo lsb_release -is' command which was removed all of the ubuntu 22.04 jobs died with ansible errors we'll need to work through these issues if we expect to support these distros
