You are likely hitting https://tracker.ceph.com/issues/80550 (fix pending backport). Workaround would be to avoid configuring standby-replay during file system creation and enable it afterward.

I just created [0] and wanted to warn other users about potentially crashing monitors when creating a CephFS with options as described in the docs [1]:
The set option allows to set multiple options supported by fs set atomically with the creation of the file system.
This command doesn't return until I cancel it:
ceph fs new test-cephfs test-cephfs-meta test-cephfs-data set allow_standby_replay true
One of the monitors crashes multiple times until I cancel the 'ceph fs new' command.
This affects both 20.2.4 and 20.2.5.
