See the thread "iSCSI Gateway reboots and permanent loss" from
yesterday -- it's not currently possible to remove a gateway that no
longer exists.

Failed : Gateway deletion failed, gateway(s) unavailable:ceph-iscsi2(UNKNOWN state)
How to delete a losed gateway?
