ok, the hint to me was cephmgr services didn't show a URL, just the module names. This last step was all it took: Since each ceph-mgr hosts its own instance of dashboard, it may also be necessary to configure them separately. Did you try running "ceph mgr services"? Does it show the dashboard as running? Did you check the Mgr of the current active Mgr?
