I know you can redirect to a 'different' backend configuration in haproxy based on url match. So maybe you can limit then this specific backend configuration. Ask these guys on help[1] they respond quite fast. that limits traffic that matches "outgoing tcp from self with source-port 80,443*" should work for your rgw too, if you think it eats too much BW, without limiting its speed towards the OSDs.
