of course it's taken much longer than expected, but I'm still working

it's back up, running focal, and the dispatcher is dispatching jobs. I'm
not sure if jobs that were in-progress are now dead, but I assume so;
there weren't many, and at least one of them looked mostly done, but
failing to post final results to paddles. The grafana board looks
rational again.
LMK if something looks wrong.
It seemed as though the networking had a problem; the machine was
unreachable and had been configured without a console, somehow. I had
to reboot. I'm sure there are a bunch of stale jobs now (yuriw and
vshankar's runs are big ones). Sorry for the trouble; I'll watch more
closely
