Good news!  We finally figured out the packet loss issue observed when transferring data over the Wireguard VPN tunnel.

A UDP flood firewall default of 1000 packets per second per destination IP was being obeyed which caused file transfers to slow to a crawl and caused packet loss for all VPN clients.

This firewall limit was increased and rsync/scp may now be used without disrupting other VPN users.
