[outage] Test services are non-operational
Our test infrastructure is experiencing an outage because of problems with the cloud provider. David is following up on trying to solve that and we will send out an email with any updates. In the meantime, no builds or tests are possible since the main API for sharing build status (shaman) is unresponsive. -Alfredo
