the pacific build on bionic is built with PPA repo.
and we always have "WITH_STATIC_LIBSTDCXX=ON" if the GCC from a PPA repo is
used, so the built executable does not depend on the C++ runtime from the updated GCC?
it looks like this is the case for octopus and nautilus too, since
both are seeing the same crashes now. are we supporting bionic for
those releases? if so, i don't think we can do any more point releases
unless we can find a fix for this

rgw suites recently started seeing lots of crashes (on master and
other releases) that only seem to happen on ubuntu. a couple of these
crashes are inside of std::locale. is anyone aware of changes to the
standard library, or how we link on ubuntu?
