Even tho EOL for pacific has expired on 6/1/23, I'd like to gather dev
leads' feedback on what open PRs should be considered for the last
point release.
It will help to determine the necessity of 16.2.14.

Hi Yuri,
With reef getting delayed by 3-4 months, all projected EOLs are
extended by at least as much. Pacific backport queue must be flushed
so we definitely need 16.2.14 and potentially even one more release
after that.

How long is it expected to take 16.2.14 release? 16.2.14 has an important
backport(https://github.com/ceph/ceph/pull/52212), we need it to solve
https://tracker.ceph.com/issues/62125.
