No, probably only lists the latest in the index file.

Indeed, the XML file specified in http://download.ceph.com/rpm-nautilus/el7/x86_64/repodata/repomd.xml only lists 14.2.10 ...

Good to know that those older versions are not skipped by intention.  I guess it will be fixed later?
