Correct, it's still on the backlog so it hasn't been implemented yet.
Historically it has been up to higher level provisioning tools built
on top of RBD to implement provisioned space quota support.
As QEMU has gotten support for rbd namespaces (
19ae9ae014715529f6f50597821c5712bae6ab02 /
7bae7c805d82675eb3a02c744093703d84ada2d6) I'm interested in this as well
(Libvirt does not seem to have support for this yet though ...).
The associated changes to libvirt are still under review upstream.
