At least for the mgr, you can just fail-over until it lands on the one you want it to be running on. -- May the most significant bit of your life be positive.

With respect to the MDS, if your reason for asking is because you want to have the better provisioned MDS as the active then I discourage you from architecting your system that way. The standby should be equally provisioned as recovery generally is a resource intense process that will usually consume more resources than the steady-state active.
